It seems that the local response to the forthcoming Boot Fair is divided between indifference and intrepid foreboding. It is nor difficult to appreciate both views: here are the events leading to its origin… The boot fair was originally to be located in the field adjacent to the Sans Pareil but this was rejected by Highways as they believe the ingress of traffic on a Sunday morning along the dual carriageway would not be acceptable. As an alternative the boot fair was relocated by the farmer, with no objection from his landlord, to its present location, without objection from Highways. There are two access gates onto Upnor Road and I understand the farmer has advised that these entrances existed in the past and they were now being re-established and therefore no planning application is required. The Planning Department have been investigating the validity of permissions required and to date theur response seems to be that it is questionable if any permissions are required or any preventive action can be taken. However their responsibilities do not end there. If for any reason the events prove problematic, for example traffic problems, then loval enforcement agencies can take action to correct or even stop further events.
